Job Purpose;
The Supply Chain Analyst/Manager will work closely with the Head of Supply Chain and the other key stakeholders on all sourcing needs for the organisation and ensure that all procurement activities are carried out in line with donor requirements and regulations. Management of leases, contracts and agreements for services and goods. Take the lead in providing strategic leadership direction and accountability for the supply chain performance by developing logistics and procurement systems and procedures.

Summary of Key Responsibilities:

  • Providing strategic leadership direction and accountability for Supply Chain performance and ensuring it is well aligned to the organizational strategic objectives.
  • Develop and implement a country supply chain strategy to identify and leverage opportunities for supply chain consolidation
  • Take the lead in analyzing and calculating costs of procurement and suggest methods to decrease expenditure
  • Coordinate the strategic sourcing, development and review of
    framework agreements, service level agreements and long term contracts
  • Ensure all procurement activities are carried out in line with donor requirements
  • Work with the Head of Supply Chain & ED to oversee procurement processes, including review of purchase requisitions, request for quotations, supplier selection, negotiations, purchase and delivery forms
  • Conduct monthly and quarterly cost and scenario analysis, and benchmarking
  • Managing the company's supply portfolio ensuring transparency of spending in line with the Donor guidelines
  • Negotiate solutions to problems arising in case of poor performance or non-compliance with contractual obligations and convene meetings with contractors to allow ample opportunity for the identification and early resolution of potential disputes
  • Meet all contract requirements including logistical support, accreditation, licensing, verification of goods, monitoring of activities
  • Support the preparation of  Purchase Orders and review, Amendments, and or waivers, ensuring that all specifications, terms and conditions are clear and correct
  • Manage risks in the entire SC process, updating the department’s risk register periodically to reflect on the current risks by coming up with measures to minimize the residual risk in the entire SC process
    Asset and Fleet Management (20%)
  • Take the responsibility for the management of leases, contracts and agreements for services and goods.
  • Ensure proper housekeeping of physical and electronic files and project assets are accounted for and deployed as appropriate
  • Responsible for quality stock control, including proper storage and packaging of stock inventory
  • Ensure at all times that Company procurement policies and procedures are adhered to by each member of staff attached to the Supply Chain department
  • Develop and implement efficient sourcing and category management strategies
  • Periodically train Procurement Officers on negotiation strategies and how to secure profitable deals/contracts
  • Optimize sourcing procedures to attain maximum efficiency
  • Work with the HOD and Senior Managers to cooperate with stakeholders to guarantee agreement on terms and processes
  • Help Procurement Officers to develop a strong database of trustworthy local, regional and international vendors and suppliers
  • Compare prices, specifications, and delivery dates in order to determine the best bid among potential suppliers.
  • Develop and update security plans, operational continuity plans and crisis management plans
  • Lead development of safety and security local policies and procedures, and ensure their implementation;
  • Advise management on matters relating to employee and property safety and security;
  • Conduct training needs assessment, and develop and facilitate security and safety training
  • Monitor security conditions and liaise and coordinate with external agencies e.g. private security firms, government, etc.
  • Any other duties as assigned by the Head of Supply Chain.

Primary Areas of Accountability:

Qualifications and Experience

  • Degree in Supply Chain Management or Related
  • Must be familiar with Local and international Supply Chain Dynamics
  • Work experience of a minimum of 6 years in Supply Chain Management (Logistics and Procurement) in the NGO Sector
  • Proven experience in Donor regulations, Policies and Rules governing Procurement activities
  • Experience in working with local communities and networking with local implementing partners, and private sectors.
  • Should be well vested with sourcing and vendor management and relevant software
  • Must demonstrate knowledge of the Zambia Public Procurement Authority (ZPPA) regulations.
  • Must be highly ethical and trustworthy
  • Must be a member of ZIPS
