Description:
Job Purpose
The Risk Controller will take the lead in the implementation of effective risk management measures in line with the Donor and Government requirements. Direct the preparation of, and approve all donor financial reports in respect to accounting, legal and contractual requirements. Develop, schedule and support the completion of country internal control audits, and initiates actions necessary to correct internal control weaknesses.

Summary of Key Responsibilities;
  • Facilitate and co-ordinates external, internal, donor or government audits.
  • Manage the finance department to meet the financial reporting requirements and deadlines.
  • Maintain current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and Donor requirements.
  • Develop, coordinates and implements a comprehensive internal control (audit) schedule that ensures regular coverage of every unit
  • Participate in other sensitive reviews and investigations as assigned
  • Prepare reports for management on internal control assignments undertaken
  • Continuously evaluate Projects Financial Risks and update Risk Registers as required for escalation to Management, including mitigation measures.
  • Support business entities in developing business plans and financial accounting and management.
  • Lead in the supervision and technical support to logistics and procurement teams for skills improvement in the areas of internal control and compliance.
  • Coordinate and direct the preparation of the budget and financial forecasts and report variances
  • Prepare and publish timely monthly financial statements
  • Coordinate the preparation of regulatory reporting
  • Research technical accounting issues for compliance
  • Provide training and ongoing support to relevant stakeholders including Grant funded project team members.
  • Coordinates/performs partner audits to ensure compliance with donor and Plan rules and regulations
  • Ensure quality control over financial transactions and financial reporting
  • Manage and comply with the government (ZRA) reporting requirements and tax filings

Primary Areas of Accountability:
Qualifications and Experience
  • Degree in Accounting or Finance.
  • Full Professional Qualification such as CA, ACCA or CIMA
  • Must have an Internal Audit/Internal Control Qualification (ICSA/CISA)
  • Must have at least a minimum of 4 - 7 years’ experience in Internal/External Audits, Risk & Fraud Investigations
  • Must have at least a minimum of 2-3 years in Audit/Risk/Compliance at Management level in an NGO environment
  • Proven experience in Donor Compliance and Grants Management
  • Must be able to function effectively in a complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements
  • Must be a Member of ZICA & IIA
